2) in subsection (f)(1)-- (A) in subparagraph (C), by putting ``or'' at the tip; and (B) by adding at the top the next: ``(E) any felony that is not in any other case against the law of violence that includes a minor sufferer or that involves the possession or use of a firearm or destructive gadget (as these phrases are outlined in part 921), or another harmful weapon, or includes a failure to register below section 2250 of title 18, United States Code; or''; and (3) in subsection (g), by putting paragraph (1) and inserting the following: ``(1) the nature and circumstances of the offense charged, including whether the offense is a criminal offense of violence, a Federal crime of terrorism, or entails a minor victim or a managed substance, firearm, explosive, or destructive gadget;''. Chapter 213 of title 18, United States Code, is amended-- (1) by including at the end the following: ``Sec. D) in subsection (b), by striking ``4245 or 4246'' and inserting ``4245, 4246, or 4248''; (E) in subsection (c)(4)-- (i) by redesignating subparagraphs (D) and (E) as subparagraphs (E) and (F) respectively; and (ii) by inserting after subparagraph (C) the next: ``(D) if the examination is ordered beneath section 4248, whether the individual is a sexually harmful individual;''; and (F) in subsections (e) and (h)-- (i) by striking ``hospitalized'' each place it seems and inserting ``dedicated''; and (ii) by striking ``hospitalization'' each place it appears and inserting ``commitment'' ; and (4) by inserting at the top the next: ``Sec. Effective Date.-- (1) General.--The amendments made by subsection (a) shall take effect on October 1, 2006, and shall apply with respect to funds beneath part E of title IV of the Social Security Act for calendar quarters beginning on or after such date, with out regard to whether or not rules to implement the amendments are promulgated by such date.
